You’ve shown a problem of building ownership. As tenants come and go, so do their cable companies. The cable people will rush to install a system but who can you get to remove the old dish, antenna, or wiring? The new company won’t touch another’s wiring and the old company has no incentive to remove it since there is no longer a paying customer.
I’m thinking that’s a bookie’s place. I imagine lots of smoking and TVs on the walls.
