At Neville Island

“Neville Island is named for its first owner, General John Neville, who was given the property by Congress because of his valuable service during the Revolutionary War. There is no evidence that the island, previously referred to as Montour’s Island or Long Island, was inhabited prior to that time.”
As soon as I saw the picture of the tower I wondered. what it was used for.
Security? Before bridges showed water level? Place boat traffic pulled up to to pay tax on goods grown on the island being taken to market?

All good answers.
I was told it dates back to WWII, when Dravo was building LSTs for the war. They were essentially look outs because the site was considered a valuable target for attacks.
