It’s not common in all areas of the US. Where I live, this would be considered “illegal dumping”, punishable by a fine – but you’d have to catch the person in the act, which is a challenge.

Those chairs by the fire hydrant were part of the catering truck I think. Placed there on their way into a gathering or on their way back to the warehouse. Looked too good to be abandoned. dc
People throw away some nice looking stuff.
